From the perspective of the DOE and PNOC it can't hurt to have trusted Philippino nationals in senior management and on the board of NDO.
One of the things that the Govt and PNOC are keen to avoid is any more dealings with companies who continuously ask for extensions or variations to work programmes (or just don't perform). They are probably also a little shy (even if they don't admit it) of the professional negotiators from the multi-nationals.
As far as I'm concerned the oil NDO will eventually discover and produce belongs to the Philippines - if there are a few Filippinos on the board so much the better.
