I recently saw an article in Australian Mining Monthly Jan 2013.. I don't have a copy but it indicated a number of smaller iron ore operations in WA near start-up were also considering the barge/tranship option to get them into production more quickly and away from harbour facilities.
Perhaps someone has access to the article to clarify.
