ALAN KOHLER: You actually commented that Australia is quite restrictive on a global basis on foreign direct investment which was a bit of a surprise. I think a lot of people kind of thought that we were fairly open, that's certainly the impression you get in the community. Can you explain what the background to that is?

DR STEPHEN KIRCHNER: Well in terms of the regulation of direct investment Australia probably has one of the most restrictive regimes regulatory regimes in the world. There was an OECD study that quantified the degree of FDI restrictiveness and China was the most restrictive regime but Australia came in fifth. So we're at the sort of China end of FDI restrictiveness the more liberal regime so the regimes you see in the UK, the United States which of course are the countries we more traditionally compare ourselves to.
