    Many of the ONSHORE blocks are reserved for Angolans.
    The "official" position being that smaller companies cannot afford the set up / development costs to create on offshore plant, so smaller companies and Angolan "friends" can have a shot at the onshore blocks.

    Obviously not KON 11 and 12 that are up for tender in this round but some of the the other 23 blocks are available , as are some blocks even deeper into the basin than the 23 mapped blocks .
