Credit card companies have a similar business model to APT. they want people to pay back the debt. Only they use banks and airlines etc to do the selling to customers and take no responsibility for fraud.
Visa and MC are simply the facilitator of the payments. APT is, basically, a credit card without the card who takes the fraud and debt risk.
