Haha this is funny, do you know anything about the software industry? I run a software development business and this is the exact strategy we use to hook clients in by promising very low, almost unbelievable, up front costs. The moment you need anything different (which is almost certain), the costs go up exponentially because we lose money on every deal initially then recoup on the back end along with maintenance fees.
It's a classic industry technique, everyone knows this. Winning software development deals 101.
