I've had success with averaging down for TRS, NEA, CL1, BBN
Also had failures with averaging down for UBN (still down 75% after 5 years), TLS and so far BVS
You'd need a bit of luck and faith in the management/future of the companies when averaging down. If you no longer believe in the company and its management and you're only doing it just to bring down your cost base I don't think it's a good idea
