Highlighted text is the only relevant piece that's related to data labelling from the recent Meta Ai blog and it is already known. The whole blog is saying Meta is heavily invested in AI hardware and enormous computing power it brings.

I don't know what this Tom guy is smoking, it never mentions the elimination of human label data.
