    Yep , if CWE engaged with EDF with any degree of competency then a feature of that relationship would have been some key performance measures. Given EDFs pitiful record of involvement since the signing of the agreement, it is not possible that EDF could have met even the most undemanding performance measure - so CWE should have the capacity to say "stump up some real interest in ceto or we'll see you later".
