Stalin started that old ploy.....seems like Saddam is copying him (as he does in most of his military tactics).
You can see a few parallels eg: Putting the poorer quality troops near the borders, keeping the better ones close to the main cities/towns/ports.
No doubt his crack troops are at Baghdad....orta be interesting when the Yanks et al get there. If Saddam has modelled his defence on Stalingrad battle, it could be very bloody.
