Under the PSC rules those that are in the JV have to proceed as normal.
If FAR win then that can not happen.....WPL will be in the JV illegally, if indeed they are in the JV officially.
If FAR win they have 30 days to PE on receipt of a valid PE notice from COP.
FAR must have a backer....CNOOC/Petronas or other.....one in one out IMO. I doubt it will be that complicated as nothing concrete has started yet.
