There are several major obstacles to mining in the arctic.
#1 water. It is of no use in a processing plant to, for instance, wash out the NaF, if it is frozen. This is one reason why several mines (red dog, prime example) work 6 month shifts.
#2. The cold. Obviously, people don't work well in -30 deg C.
#3. Sea lanes. These can sometimes be closed off by pack ice or sea ice.
Nothing insurmountable.
