if he's already President - why would he? -------- he's got almost unlimited power to dispatch his political enemies without civil war - so, why bother unleashing the dogs ?
if he's had an election loss and calls for civil war or unrest like before -
then, the key is - where does the military stand?
any bugger can call for a civil war - but, if the military aren't on board - or national guard - then, IF they (military) do as they say - they are loyal to the constitution of the United States ---------- as interpreted by the courts -
well - that means they should do as the President says - and if Trump isn't the President - then the military will not engage in trying to overthrow
at worst they would stand back.
But then also - compliments of the Supreme Court rulings - the POTUS of the day has almost unlimited power to put down any rising, without reprecussion
