The Russians are better educated in physics and mathematics. They would be much more aware that microwaves at 5G frequencies are harmful if one is exposed to them. No doubt they will use 5G technology for telecommunications, but probably mostly as between communications relay towers and satellites. Their objectives are different than those of the USA/NATO "elites".
