A centralised voice? NO. It will be more of the same.
Organise aboriginal communities into councils which are attached to existing councils whose voice is heard at the local level. The state manages funding for community roads, schools, crime etc thru existing councils. If annual targets are met, the federal government refunds the state. If existing councils eff the communities up, the state takes over and fixes it, pronto.
Peoples feelings should not be heard. And culture should not be heard. These are for individuals to foster. It should be all about essential services.
Federal and state governments represent everyone, not one group or one area.
