from memory, the position presented was that about 45% of australians are functionally illiterate (problems with filling in forms etc etc), 10% of the population are dyslexic and 20% of the population are something else (maybe something to do with reading).
80-90% of the prison population are illiterate - the argument being, that resources should be put into getting people to be able to read.
perhaps one of the problems of being a big, white, brainy and privileged person, is that we do not see the other side .
the imprisonment of alan bond must have been a coup for the prison department - because at least they got someone that could read a bit, fill in forms, and was a good old crim at the the same time
