So you have nitwits applying for and getting top bureaucrat jobs within the Education Department AHEAD of better and more suitably qualified teachers actually teaching.
So yes - the answer to your question, the QLD Education department may will and truly be run by a bunch of dinky di nitwntits.

I have no reason to believe the department has changed its policy.
