Rather, those who did have cash would find that it was very valuable. It would be the only recognised medium of exchange for quite a while. How else could you pay for food, fuel etc.?
Most people who blast the fractional reserve system fail to realise that our whole society is based upon it. Without the FRS there could be no lending. The sooner it is abolished the better.
