Another angle: adding a duty on iron ore would drive up the cost of steel production, making their global market share of steel production fall. So jobs would be saved in iron ore mining, but lots in steel production.
Plus steel for local use would cost more, slowing infrastructure development and affecting manufacturing that utilises steel.
