Like most things in this market, it is legal if you are one of the money brigade. They are allowed to short while telling small investors to buy, they are able to use any device available to rip people off.
Small times investors aren't allowed to do any of this this. We are just the fodder.
All you can do is try and use it for your own benefit. Have a core holding and some for trading purposes.
