Are civils rights a core value we all want?

As a society grows so too does civils rights...everyone it seems wants to have the same rights as any one else. Despite some folk having evil intent when they claim thier civils right...should we therefore codify civil rights to better equate to the usefulness in society of all individuals....get rid of the demands for equality for all. Make every right claimed recieve an up front payment equal to 50% for the duration of that right granted.
No payment only a few basis civil rights granted.
