they have delivered all they can for SDL...permits/resource etc... its now up to a partner to deliver

No-one bar China has ever stepped up..

its all in China's hands now...SDL was never in a position to do a deal riskfree....as it had no permits...

its always been "you do this we can do that"...that simple

If the project is good enough for China or any player in the world to want..the deal will get done..
