Israel got its brains, when the USSR broke up! ….our dopey government never thought about encouraging them to settle here.
The first lot of Russian in the 70’s were basically troublemakers that Russians were happy to get rid off.
The intelligent ones, noticed that Israel standard of living was worse than being in Russia and decide to emigrated to other parts of the world.
When the USSR broke up in the 90’s most of the Jews never considered to emigrate to Israel.
The USA placated the Israeli PM by changing immigration criteria’s to make it difficult for Jews to emigrate to the USA.
Israel see conflicts in other parts of the world with a reasonable number of Jewish populations as an opportunity to increase the demographics against the rising Palestinian birth rate.
