I am not sure this is correct. My understanding is one of the cashflow issues APLNG is facing is the ramp-up gas. Sinopec are not obliged to take it. If they do, they cannot sell it outside China (which was one of the things they wanted to do).
If Sinopec don't take it, APLNG would then be required to sell at spot pricing.
Not sure where I saw this and it could be wrong so please take with a grain of salt.
