Yes there was a detailed discussion about this matter, led by Qantum some time ago. All I got out of it though, is that it is a waste of time looking for words that have been spoken - they seem to mean very little.

Actions now are all that counts. As well they have the capacity to stop the shorters in their tracks! Of course the longer we remain unable to play an ace, the more the environment changes eg biotech bubble ie overvaluation of non or low revenue raising companies - mergers and acquisitions and what that means for our "agreed" contracts.
