their mindset is somewhere else. The only time they announce something is when they need money or need to comply with reportorial requirements but once the money is there do not expect them to do anything but spend the money for themselves and their family.

it is all there for everybody to see.

would be interesting to see how much money is left when they submit their quarterly report. there is a chance they might not submit a report as they could have easily forgotten while they are enjoying their holidays.
