i'm sure EVERYONE is just waiting for the FIRB confirmation of the deal with shougang entities. To be honest I don't think they could have taken more shares legally at this point, so they resolved to "help" out with the underwriting of new shares.
seems a tad unfair to the ones who bought at $1-2 hahaha
