i was just reading the Cintra traffic reports and traffic numbers on some of their tolls were down 10% plus last month but CEU's we positive 3.9%!!!!

if all the other operators are getting negative growth and CEU is still positive why is the market not reacting in a better way? Cintra was up 5% after annoucing negative growth and CEU annouces positive numbers and gets a hiding.

please explain!!!!
