Quite unusual. It has no relationship to the Olympics afaik.
It appears to be a replica of the "scuplture of the bull and the deer" in front of the Palais de Chaillot, in Paris.
The elites dominate all institutions, apparently. If they want to turn the Opening Ceremony into a farce, then no one is going to be able to stop them.
