Drivers today would panic if they had to drive the conditions us oldies did when we were young. It's a sort-of Peter Principle: Everyone rises to the minimum standard needed to get by.
I am not sure if it alters IQ but Asian children work much harder at school than our pampered pets. We know how Chinese and Japanese are driven but so too Filipinos. They can all speak two languages although they need to spend some time in an English speaking country to become fluent.
