The cairn annual report seemed to hint at early development of she. (Sorry, I'm on mobile so can't dig it out).
But the logic is - if it's big enough and connected enough, we can find out exactly how big, while developing and extracting.
Presumably the dev plan can be flexible enough to adapt and extend in due course.
(By the way, there is a flat out typo in the cairn report, which I'm sure will not escape your attention. Just thought I would mention that.)
