I can only think of 2 reasons the price hasn't risen.

1) They keep doing the 'right' thing and announcing when hey have new information...Meaning lots of small bits of good news which, individually, don't have enough in them to move the market, and not enough people look at them collectively.

2) Worries about how they're going to finance it all. A major capital raising would presumably involve an issue at a big discount.
