I recall posting about the tender process (or lack there of) for both the plant and the trucking contract... I don't think there was a tender process for the design element or the transport.
Momentum did tender the construction component as my previous employer tendered for the job, this is where i learned that the completion date was some many months after what was being announced and posted the same.
