I don't think that the final sign-off has happened, again, due to PNG woes. If it had final sign off, MST would certainly announce it for 2 reasons; 1) They have to disclose, 2) They would want to announce it.

But expect an announcement soon. PNG gov't has to get their stuff back on track and I don't think this contract would be priority #1 to them. But it will come (IMO) soon. They won't be delivering by Feb, but should have the contract in place by end Feb, my guess.
