Barring significant geologic movements,
if leakage occurred and did not reseal, pressure should be equal in both formations. If the cap resealed, their should still be gas in the lowest member at a pressure that existed before leakage ceased. It may also have recharged, or even(heaven forbid) leaked elsewhere.
