    You will have to ask the person from the government who wrote that as to what specifically they were referring.

    But the vaccine does not make you "safe" from Covid-19, the vaccine reduces the risk from Covid-19. Having the vaccine does not mean you will not get Covid-19, nor get ill, nor die. You could argue it makes you safer, but it doesn't make you "safe" from dying.

    The context of the OP was using "safe" as a premise that being vaccinated would prevent you dying. Which is clearly nonsense, as being vaccinated doesn't mean you are "safe" from dying.
