He has to actually admit totally that his country is at the bottom of the barrel and the only way to fix it is to throw out the old completely

Because when the GFC hit the leaders decided to kick the can down the road instead of accepting the pain and fixing the problems
At this stage the can is so destroyed they can't kick it anywhere, so Argentina should go it alone as any help they may receive elsewhere is transitory.

Look at Greece, they accepted help but the cost of that help took away their ability to pay their debt so they will be in the poor house for ever

So IMHO the up down cycle will continue until they lose control to overseas entities and cease to be a sovereign country

Argentina, like Australia can be self sufficient and the only groups that would be hurt are the banks and the multinationals

Greece joined the EU, that was what stuffed them, nothing to do with big banks, Argentina still has it's independence unlike those in the EU.
