I have a mining investment in San Juan Province , converted to $US electric power prices and labour costs are half what they are in Western Australia, but royalties are higher than WA and senior management positions are paid similar to Australia . What has been needed is reduced corruption which appears to be happening - time will tell though .
The infrastructure (roads ,ports, power supply gas and electric ) is surprisingly quite good
