Still Arhidas, how many others could have done what Forrest did.

I suspect that he may have guessed correctly that when your project is worth hundreds of millions of dollars (from the pockets of investors - many small ) to the economy when being built and hundreds of millions of dollars in annual exports when finished, everyone assists you by sharing your optimism, and no 'serious' person asks any itchy questions.
