I think it's because there was a large amount of risk. There was the risk of the project itself, which seems to be gone now with the latest announcement. Next risk is financing risk, which if the Japanese sign on board is going to lessen significantly.
Discount % rates are applied on the NPV of a project based on where it is on the Lassonde curve with a bit of + or - based on sentiment.
