I strongly suspect that announcements are not making much difference anymore. What will get the small caps moving is a strong takeover of a minor player. Once the market sees that the projects are valuable enough to attract real buyers, they will flock to these small caps. Also, I suspect that money will shortly flow out of real estate and into stocks. The May budget could play a part in this.
