Also incorrect, Israel did not occupy Gaza before the Hamas attack. Although currently controlling Gaza they have not occupied it. Gaza is not a state and should never be granted it for so long as they do not renounce their creed to destroy Israel. There is no uniform international law so no they don't have to follow anything, The ICC don't have an army or police so rely on others to do their bidding. It will be interesting to see who will try and arrest Putin or the others.
