Someone with more intimate knowledge should answer.......... "Whyalla" means a lot of things. Mines, Blast Furnace, Rolling Mill. I am not sure exactly which bit the main losses are in, and what bits can be stopped without preventing the other bits from operating. I'd think you'd close mines, leave something open for your own blast furnace feed, and you'd have to keep downstream processes open to use the molten steel.... but the detail I do not have.
