    Blast furnaces are hard to put into care and maintance.. Coke ovens are very hard and risky (as in causing permanent damage).
    One option could be to import blooms/billets for the Rolling Mills to roll long structural products.

    Care and maintance is just a way the company can defer clean up costs of the site, it's just not as easy to shutdown and care for compared to a mining operation.
