    To support construction industry? To be self-sufficient in producing one of the basic industrial needs as a developed country? To save jobs in a steel town? To save gov's face? It's election time?

    If you still can't answer why a nation cant depend on steel import 100%, then you should do some light thinking. The answer is so obvious.
