The article is about conquest mining.

I am pretty sure, though haven't bothered to bother her by checking, that the CTO comments are historical from August this year 2010. I suspect she just read old Charters Towers clippings and put 2+2 together to forecast a boom, not knowing it was 2+0.

The key part is "expects" to do..something. Well Mr Lynch I expected to get wealthy from CTO too. We all expect to die, but Mr Lynch's "expects" is rather more ditantly removed from such certainty, being defines as like "wishes".

So I wished CTO would make me wealthy, but expect not.
