I checked the Namibian Ministry of Mines and Energy website. They provide a PDF download of pending and granted mineral licenses.

According to Namibian government, PL 3306 and PL 3308 were granted on 15/07/2005 and 19/05/2005 respectively.
So I am a little confused as to why the mineweb.net article is saying that AUL has been granted licenses in the past six months.
