The PE is between COP and FAR . WPL are the frustrated observers.
My take is that COP should have sold the 35% stake and wound up ConcoPhilips Senegal B.V. and notified FAR along with the contract details.
However COP decided with WPL to sell the company and blur their obligations ( not sure how) and frustrate FAR's entitlement. FAR may have played them at their own game by arranging support before filing their objection( guesswork is part of the fun). cheers
