Protestors? You can't be freakin' serious. The town was overrun by militants for Christ sake I can't believe a paper actually printed this. What are they paying their editors for?
Subtle difference is that Peru is not emerging from a 7 year war.
I'd say their propaganda compaign needed a push as it was grinding to a halt. Time obviously to roll out some other PR trolls.
