Thanks Barg, wasn't sure when new targets were being voted in/out. Note that current Co2 legislation already enough incentive for EU car makers, in that they would prefer to sell EV at loss as opposed to paying fines for exceeding Co2 targets. Regardless of legislation, Tesla is forcing their hand, eating into their US sales in a big way over the past 6 months, and I think Tesla models heading to EU v-soon, thus pride may also be a driver (pun intended).
Legislation and competition, ducks a lining up.
